Honestly with only 4 months I wouldn’t do a full bulk. Maybe a small calorie deficit while lifting hard - you can still tighten up and build a bit at the same time as a beginner.

Skinny-fat crew here what worked for me was eating at maintenance, high protein, and just pushing strength. Body slowly recomposed without the bulk/cut rollercoaster.

If July is the goal, cutting first makes way more sense. You’ll look way more “aesthetic” lean with some muscle than bigger but softer.

Don’t overcomplicate it - lift heavy, walk a lot, keep protein high, slight deficit. The simple boring stuff actually works.

Hips/thigh fat is stubborn as hell for a lot of people, so don’t panic if it’s the last place to lean out. Mine didn’t budge until everything else did.

You’ve only been lifting since Feb so your newbie gains are still in play. Just stay consistent and you’ll look noticeably different by July even without a perfect plan 👍
